Bush Stops Senate Attempt to Investigate N.S.A. Spy Program

The Bush administration helped derail a Senate bid to investigate the N.S.A.'s warrantless eavesdropping program. The White House told Congress it would reject the request to have former attorney general John D. Ashcroft and other officials testify about the program's legality. Vice Chairman of the Intelligence Committee, Senator John D. Rockefeller said it is now "apparent that the White House is preventing the committee from doing its job." Republican Congressman Mike Dewine is drafting legislation that would exempt the NSA program from the 1978 Foreign Intelligence Surveillance Act.
